Can someone correct this Workflow?

Iam trying to develop a workflow where during new opty create, a quote object should get created and when user edits the quote discount field to >10, Iam setting the oppty assigned field to X and status=something

While the quote object is getting created BUT when I change the dicount field and say enter 20%, the decision element is not getting triggered as a result my set field element does not work at all.

I have attached the WF XML definition. Can someone import and identify the root cause OR tell me if am doing something wrong
