Restricting attachments that can be uploaded via the console to both incidents and answers

Is there any way to restrict what types of files can be uploaded via the console? Need to do this for both incidents and answers. I found portal and email how-to's but not console.

1) Email - I found this but it appears to be a "define what to Exclude" but the client wants to do an include/allow list - is that possible? https://cx.rightnow.com/app/answers/detail/a_id/657 
2) Portal - okay this is a "what's allowed" list which is good: https://cx.rightnow.com/app/answers/detail/a_id/4686
