Outlook Integration - is there a way to limit Contact creation

We have Outlook Integration on some profiles and have installed as per documentation.  It is working.

However, we want to NOT allow the integration to create new contacts ie. if no items exist for the given email address, not allow options for 'Create new contact...' or 'Create new contact and incident..'    We essentially want our agents not to create new contacts via outlook integration, but first search to see if the contact (possibly without email address) exists and use only existing contacts.

Is this possible and what configuration settings (profile permissions and/or outlook sync settings) do we need to change to allow this.
